Drapped in a Union Jack flag, this woman is looking up, her hands forming the shape of a bird.  The shadow above is that of a dove, the symbol of peace.   The flag in parts held together by wooden pegs and there is a small label, made in China.  The title 'Proper Gander' is slang for 'have a good look' or could be interpreted 'Propaganda'.
